Claude Code reads AGENTS.md only when telemetry is on [fixed]
Claude Code 2.1.277 added AGENTS.md support, but the loader requires a remote feature flag that only resolves when telemetry or nonessential traffic is enabled. With these disabled, AGENTS.md is silently skipped, as documented in issue #95690. A one-line CLAUDE.md containing '@AGENTS.md' loads the file regardless of the flag.
