OpenAI's ad collector at `bzr.openai.com` sets a one-year `__obi` cookie (SameSite=None) on `.openai.com`, linking site visits to a ChatGPT account via an RS256 JWT; it's sent to OpenAI from advertiser pixels, collecting hashed emails/phones and plaintext zip codes, and was observed on 1,029 hostnames with 23,929 URLs - including on logged-out users. The cookie bypasses the browser's third-party blocking in Chrome Android, and OpenAI classified it as an "analytics" cookie despite its marketing use; the company did not answer questions about consent separation.
